Meet Jonquin McKinney

Jonquin “Quin” McKinney is a born and raised native of Swainsboro, GA, Emanuel County. He is the husband to Patroina McKinney and the proud father of 3 children, Savannah, Quin, Jr. and Secret. He is a 2003 Swainsboro High School graduate. He then went on to graduate from Morris College in Sumter, SC in 2008 with a BS degree in Recreation Administration.


Quin is the Founder and Owner of ATAP (All Things Are Possible) Fundamentals, specializing in full body conditioning and basketball training. McKinney, an award-winning Championship Coach, has been coaching and Training for over 10 years in which he has served in several coaching capacities in the public school systems, private schools, college and private training camps, etc., in and around Southeast Georgia.


Through the power of coaching, off the court, McKinney has been a an impressionable mentor to countless young girls and boys in Emanuel County. Having an “ear to the ground” and many years of building relationships with the youth and their families, helped make his decision to run for County Commissioner. His desire is to IGNITE OUR FUTURE and we do that by empowering our youth. This run is an opportunity to serve those same youth and their families on a larger and broader scale.

Bridge Building: Transparency & Communication

Introduce a new form of communication between the Commissioners and constituents by having quarterly town hall meetings for updates on whats going on in our district and the county as a whole.

  • Identify how and what changes affects you as citizens
  • Create a social media page for visibility and easy access to county information
  • Work with City Council members who’s districts overlap District 1 to create broader plans and address the needs of our district collectively

Innovative Job Creation, unconventional Education, Business Development, Equitable Taxation & Entertainment

Actively work with Commissioners to ensure Emanuel County is positioned as a county to GROW through eagerly welcoming new industry and courting various avenues to attract businesses to see a positive investment in Emanuel County.

  • Work with Commissioners to develop a new and innovative plan for Growth for Emanuel County
  • Work with commuity agencies to create a business incubator to help build and support our future business leaders through entreprenurship training, soft skills and specialized training
  • Partner with post-secondary schools to create supporting curriculum with new industry requirements
  • Encourage multi-cultural events to bring our communities together

Housing, Safer Roads & Cleaner Communities

Aggressively work with Commissioners to work to discover opportunities to develop affordable housing in Emanuel County.

  • Address the over due paving of roads in underserved communities
  • Work with overlapping City Council members and Police agencies to create neighborhood watch programs
  • Create New Home Ownership programs and educational modules to educate our communities on generational wealth
  • Refurbish soon abandoned county offices for innovative work/live/business space
  • Address the need to remove or repair delipidated properties and homes
